Based on your documents (Ukrainian studies letter), your intentions are to transit the territory of the Republic of Moldova to Ukraine, and not tourism.
In this regard, you must be informed that, for certain national security / technical reasons, -visa platform will not process applications for transit visa type A/ B, for undetermined period of time, and the decision-making factor cannot be revealed.
In this regard, in order to submit for transit visa application, you are highly recommended to locate / identify a representative of your transit country, either an Embassy or Consulate or visa application center (e.g. the closest States bordering the Ukraine, which will allow you to continue the journey), or any other Diplomatic Mission or Consular Office of the Republic of Moldova.
NOTE! Visa fee is not refundable.
