The president of the European Commission, Ursula von der Leyen, has appealed to EU member states to protect minorities from discrimination and racism.
She made the comments as Roma Holocaust Memorial Day was marked on Sunday.
A ceremony was held in Poland to mark the massacre of Sinti and Roma people at Auschwitz during the second world war.
The Nazis and their allies killed a quarter of all European Roma - - as many as half a million people.
The United Nations also condemned what it called an "alarming rise in aggression and violence against Roma minorities."
